If all items in the password menu are disabled:

1. You are not logging into the database as the Administrator or the Designer.
Keep in mind that none of the created user accounts has a write privilege to the password
system.

2. The account used to log into the database belongs to the group that has been given structure access in the Database Properties. This explains why the user could access the Design environment and yet cannot modify the password system.
