You can stop auto scrolling by selecting Set Preferences from the layout menu.
This will bring up the option, "Allow Auto scrolling," which you can deselect.

If you need to procedurally stop auto scrolling, you should use the command DR SET PREFERENCES.

DR SET PREFERENCES(Area;-1;-1;-1;0;-1;-1;-1)

The previous statement leaves everything unchanged but turns off auto scrolling.

0 = OFF
-1 = No Change
