In version 2003, break levels in a quick report are created by creating a sort on a specific column or a specific field.

Note: to be able to select a column's contents for a sort, select Report Columns from the Data Source type drop-down menu in the Quick Report editor. The list of data sources then displays the list of columns and you can select any of them for a Sort and therefore a break level.
