The Runtime Explorer window is only accessible by the Designer and Administrator of the database. This is regardless of which 4D application you are running. Whether it is Stand-Alone or Client-Server, if the 4D password system is implemented, then only two users can view the Runtime Explorer (Designer and Administrator).
