In 4D 2004 you load and save users and groups from the Tool Box.

From the Design Mode, open the Toolbox and select the Groups page. At the bottom of the list of Group names there are two buttons, one to load users and groups and one to save them.

You can use the EDIT ACCESS command to open the Tool Box from within User or Custom Menus mode.

Note: only the Administrator can save or load users and groups, and can only save or load groups that he or she has created or modified.
