4D v11 SQL supports automatic drag and drop with third-party applications. When you drop a picture on a form, 4D generates a "On After Edit" event. You can use this event to apply an action to the picture.

To drag and drop a picture in 4D, make sure the Automatic Drop option is selected on the Action Theme of the Property List of the Field or Variable that will receive the picture.
