Tech Tip: On Picture Scroll event

The on picture scroll event is a new event created in v13 that will be generated the moment the user scrolls the picture. The event is only available for pictures that are truncated (non-centered) format property. This event will fire when the picture is being scrolled.
Keep in mind that the event will not fire if the picture fits entirely into the picture variable, even if the picture variable format is truncated (non-centered).
The event will also not fire if the scrollbar is at the very top, and the user attempts to scroll up.
Likewise, the event will not fire if the scrollbar is at the very bottom, and the user attempts to scroll down.
