In project mode, the users and groups are stored at the following location:
{Database Folder}/Settings/directory.json

When building from a project mode database, the Settings folder is not included in the final build.

This allows for the deployment site to easily maintain their current users and groups by dropping in the folder and/or file.

If the site is a first time deployment, the Settings can be created and copied from any other database to create some default users and credentials.

If there is no file found, all connections will default to the designer user.
