When using 4D v19, you may or may not have noticed that 4D will default to creating a new project database under the File > New menu. You may also have noticed that there isn't any option to create a binary database.



However, binary database creation can be reenabled under the Preferences > General setting when checking the option "Enable binary database creation"



Once checked, the option to create a new binary database will now be available under the File > New menu option.
