Typically when accessing a REST endpoint, 4D Server should only consume 1 user license per IP address no matter how many times an endpoint is accessed. However, if refreshing the browser keeps consuming more user licenses on the server admin window upon refreshing the browser, this is most likely due to the web process setting set to "No sessions".

To resolve the issue, simply enable "Scalable sessions (multi-process sessions)" under Database Settings > Web > Options (I)
