Tech Tip: Only users with ID 1 and ID 2 have permission to modify users and groups

When modifying Users and Groups from the Toolbox > Users or EDIT ACCESS command, only user with ID 1 and ID 2 are allowed to make edits in this dialog. By default, user ID 1 is default to username "Designer" and user ID 2 is default to username "Adminstrator". While the names themselves could be changed, the ID will stay the same and retain its permissions.

If there is any need to have other users other than user ID 1 and ID 2 given permission to EDIT ACCESS, one alternative could be to temporarily CHANGE CURRENT USER to user ID 1 or 2, call EDIT ACCESS, then CHANGE CURRENT USER back to the original user. Just make sure the personnel given permission to make changes to users and groups are trustworthy as the EDIT ACCESS screen with full permissions can change anyone's name, password, and group.
