When starting up an application, a runtime error may be encountered that states:

The database cannot be published.
Failed to start listener
Failed to create a listening socket
An attempt was made to access a socket in a way forbidden by its access permissions.



This error is likely due to the application not being able to access its HTTP and/or HTTPS ports. To quickly verify, try changing the HTTP or HTTPS port numbers in web database settings, and see if the error comes up again. If it doesn’t reappear, it could mean that something is blocking the original port--perhaps another program or firewall settings.
