In older versions of 4D, building an application required strict adherence to licensing rules. Developers had to include a developer license and ensure all licenses were listed in a specific order, depending on the type of application.

With the current versions of 4D the requirements are less strict. The ordering of the licenses do not matter as long as the correct licenses are included for the type of application being built. Another change is that the developer license does not need to be included anymore. Having the ability to build an application is proof enough that development access is avaiable.
